The OCST is in the 2.1.xx releases.  It currently requires the "list" 
data type, which is not available in the 2.0.xx releases.  Kai 
Mueller released a version of the OCST without this restriction a 
year or two ago that you may wish to look at.  You'll need to look 
through the help-octave archives to get the details.
