Hi.  I just created a new octave development area via "cvs checkout
octave" as described on the web page, and not finding INSTALL.OCTAVE, I
also did a "cvs update" from within octave.  INSTALL.OCTAVE, mentioned
in INSTALL, is not there.

Also, it took me a little while to realize that I needed to do autoconf
to create configure.  It would be helpful if that were in a README.
