Octave 2.1.28 is now available for ftp from ftp.che.wisc.edu in the
directory /pub/octave/bleeding-edge along with a patch from the
previous version:

Sorry, 2.1.27 was also slightly botched, so that mkoctfile would not
work correctly.  I think the problem is fixed now.  As always, if you
notice other problems, please report them.
