Octave 2.1.15 is available for ftp from ftp.che.wisc.edu in the
directory /pub/octave/bleeding-edge:

Please give this snapshot a try and let me know if you find any problems.

Please note that I had to move ftp.che.wisc.edu to point to a backup
system because of a hardware failure, so if you have trouble accessing
ftp.che.wisc.edu, it could be that your DNS does not have the current
info.  If so, you should be able to get these files using the name
bevo.che.wisc.edu instead of ftp.che.wisc.edu, at least until the
hardware is fixed and I restore things the way they were before the
failure.
