I would state this as

  development of tools that _allow_ for a reasonable implementation of
  the Matlab plotting tools

My goal here is not necessarily to duplicate exactly the Matlab
plotting functions.  I'm not really very interested in that.  But I
don't want to make it impossible for someone else to build a set of
M-files on top of the new core plotting capabilities that will
duplicate it.
