What following procedured? Where is this message posted? Did you install the Cygwin package of Octave? If so, I'd bet that the problem is that you have gcc/g++ 3.4 installed via Cygwin, but because of bugs in g++ 3.4 on Cygwin systems, the Octave package is compiled with gcc/g++ 3.3.
