Searching for "systat file format" returns one page http://www.salford-systems.com/faq-systatf.html containing two files of "legacy SYSTAT file reader source" code, both in Fortran and C. I guess the later should be easier to interface to Octave. There is also a program called "DataLoad" by David Baird available at, http://www.american.edu/academic.depts/cas/econ/gaussres/utilitys/dataload.htm that reads Systat files and is able to save in several formats, unfortunately. Beware that, although it is distributed at no cost, this program is not open source.
