Subject: index inconsistency?

Why does octave index matrices (vectors) from 1..m, 1..n and then the
indexing in Matrix -- the C/C++ code for dynamic loaded functions --
done from 0..m-1, 0..n-1?

It really is not that big of deal. I was just wondering if anyone knows
or remembers the rationale for doing it this way.
