The latest Cygwin has a proper "info" executable in /usr/bin/info. Have you tried running "install-info" (available in recent Cygwin releases) on the octave.info-* files? Have you tried running "install-info" (available in recent Cygwin releases) on the octave.info-* files?  Alternatively, you can try re-running make on the source doc directory.
