WAILI from Katholieke Universiteit Leuven (http://www.cs.kuleuven.ac.be/~wavelets/) was just released last year under the GNU GPL. It is also very powerful. The original version was for academic use only, making it very difficult to obtain unless you were actually using wavelets for research (as I happened to be). Since becoming GPL (hoorah!) it's become much more popular too. As for an Octave wavelet library...je'n sais pas rien, alors.
