OK, as I recall, I can get octave from CVS without a password; it's octave-forge that requires a password even to checkout. I guess I contact Paul Kienzle for that? The Mac Xcode developer's kit comes with CVS included, and I have successfully used it to get gnuplot-4.1, etc., so that shouldn't be a problem. I'll lurk on the octave-maintainers list until I see what's going on. The only caveat is that Macs are notorious for obscure build problems, so I'll see how much trouble it is to build the latest octave-2.9.x on my Mac before I commit to doing anything. If I get into a production crunch, I can always switch back to octave-2.1.73.
