On Digital Unix 4.0.c the usleep function seems to be accessible only if
_XOPEN_SOURCE_EXTENDED is defined.

Thus, while compiling the file octave-2.1.17/src/dirfns.cc gcc-2.95.1 complains
a missing prototype and stops compilation.
