Testing of Octave 2.1.11 built with Cygwin beta 20.1.
clock.m reports wrong date and time.

date causes octave to abort with a segmentation violation. The error
message is something like [main] octave-2.1.11 handle exception: STATUS
ACCESS VIOLATION.

I can look further into this if I had some guidance.
