We started a somehow similar project (which was a little bit sleepy during the last months). You can find it at URL file://ftp.tu-ilmenau.de/pub/unix/math-prog/mecs MECS, a Matlab Extension for Control Systems is a completely new command interpreter for the MATLAB language which allows some additional, object- oriented features like user defined data types, overloading of functions and operators, default function parameters etc. However, it still needs MATLAB itself as computation engine, which I consider to be not the preferable way. May be, you'll find some of our ideas useful or you're interested in joining the projects together. What about having a Simulation tool with a GUI in OCTAVE? I just experimented in this direction using Tcl /Tk, and it doesn't look bad. Suggestions, helps & criticisms are welcome.
