I've been using Octave for a month now and I like it very 
much. I'm a past user of Matlab and I think that Octave in
its current state is superior (far) for my purposes. I would like
to contribute some time in return for what Octave has done for
me. I'd like to translate certain functions to C++, add a 
binary save format, linking of user functions (high priority on
this one), and a fancier plot interface more like Matlab's.

You guys wrote in the "PROJECT" file that you might be able to
provide some tips and you wanted to give me the GNU coding 
guidelines or something like that.

What's the state of Octave now? I run Octave 1.0 on Linux.
